Yuri Dmitriev was born in 1957 on the 17th of October in Fryazino town (Moscow region). He graduated from the historical faculty of the V.I. Lenin’s Moscow State Pedagogical Institute (in 1980), the Soviet construction faculty of the All-Union Correspondence Institute of Law (in 1988), the postgraduate study of the Moscow Institute of Law (in 1991). He has been a Candidate of Legal Sciences (since 1991), a Doctor of Laws (since 1995), a Professor (since 1997), he has been a member of the Russian Academy of Natural Sciences (since 1997), an Emeritus Professor of the European University (since 1999), a Corresponding Member of the Russian Academy of Education (since 2006).

Yuri Dmitriev was as senior teacher and as an associate professor in Moscow Law Institute (from 1991 to 1993), he was as senior research fellow, as leading research fellow in Institute of legality strengthening  law and order problems the General Prosecutor of the Russian Federation (from 1993 to 1995), he was as Professor of the Moscow State Academy of Law (from 1995 to 1998), he was as the chairman of the constitutional, administrative and municipal law department of the Academy of Economics and Law in Moscow State Social University (from 1998 to 2000), he was as Deputy Director of the Social Insurance Institute of the Moscow State Social University (from 1999 to 2000), he was as Head of the Department of Public Law, as scientific adviser of the postgraduate study in legal sciences in The State educational institution of extended professional education “The State Academy of Professional Training and Advanced Qualification for Executives and Specialists in Investments” (SEI ЕРЕ SASI), as chairman of Human Rights department in Moscow Humanities University (the former name is the Higher Komsomol School of The Central Committee of All-Union Lenin Communist Union of Youth, Institute of youth ), as a chairman of the dissertation committee К-521.004.01 in Moscow State Social Academy (from 2001 to 2002).The end of works in the Moscow Humanities University is in June 2004. Yuri Dmitriev has been as chairman of the constitutional and municipal law department in The Academy of Labor and Social Relations (since June 2004 up to now). He has been as pro-rector in The International Academy of Entrepreneurship (since April 2005 up to now). He has been as Director of the Independent Publishing House "Manuscript" (since 1991 up to now), he was as Deputy of Chief Editor (from 1992 to 1995) and he has been as Chief Editor (since 1995 up to now) of the Independent scientific magazine whose name is “The right and life”, he has been as a member of the editorial board of the magazine "About Elections" of the Central Election Commission of the Russian Federation (since 2001 up to now), he has been as a member of the Editorial Board of the magazine "Problems of Russian Federalism" (since 2008 up to now). Yuri Dmitriev has been a member of the Scientific and Methodological Council of the Central Election Commission of the Russian Federation (since 1998 up to now). Yuri Dmitriev was an expert in the State Duma of the Federal Assembly of the Russian Federation from the parliamentary faction "Yabloko" (from 1998 to 2000).

Yuri Dmitriev has awarded with the Certificate of Merit from the Central Election Commission of the Russian Federation for fruitful cooperation (in 2007), he has awarded with the grateful letters from the Central Election Commission of the Russian Federation for assisting in the election preparation of the State Duma’s deputies and the President of the Russian Federation (in 2008), he has been a diploma winner of the "Themis" award (since 2007), he has been a Honored Scientist of the Russian Federation (since 2008). Yuri Dmitriev has had 16 non-governmental awards. He has been included to the directory "Who is Who. Leading Lawyers of Russia" in the section "Dispute settlement/ judicial procedure / Arbitration" (since 2008).

Yuri Dmitriev  is a specialist in constitutional law, theory of state and law, political science, social psychology. His research interests are theory of authority and practice of its implementation. Under his leadership were reserved 13 doctoral and 43 master's theses in the following specialties: 12.00.02 “constitutional law; constitutional judicial trial; municipal law”; 12.00.11 “judicial activity; prosecutorial activities; human rights and law enforcement activities”; 12.00.14 “administrative law; adjudicatory process”. He is author of several draft laws (about the referendum, meetings and complaints of citizens, political parties).
